            <title><![CDATA[Afghanistan beyond 2014: Elections, Political Settlement, Reforms. Recommendations from the Afghan Civil Society ]]></title>

        &nbsp;As international troops begin to withdraw from Afghanistan, it is important to focus on strengthening the civilian component of international assistance beyond 2014. In order to discuss concrete recommendations for the various challenges facing Afghanistan, the Heinrich Böll Stiftung and the Center for American Progress held consultation workshops for a large group of civil society actors in Afghanistan in November 2012 and March 2013, and brought a delegation of Afghan civil society leaders to Washington, DC and New York City in February 2013.

        The Afghan government has made a landmark advance in mineral sector transparency, enabling the Afghan people to see and scrutinize the deals negotiated on their behalf. Over the last week, it has published in full the 2011 Amu Darya oil contract and more than 200 small mine contracts.  The crucial question now is what the government’s next steps will be to fulfill and sustain its stated goal of transparency, accountability and international best practice in Afghanistan’s extractives sector.

        <p>In Afghanistan, natural resources and conflict have a intimate and complex relationship. In conflict assessment surveys, access to natural resources have been consistently reported as the cause for more than half of local level conflict incidents in Afghanistan. In particular, access to land and access to water are regularly cited by communities across Afghanistan as two top two causes of conflict.

Twenty areas have now been formally transitioned to the Afghan National Security Force, which is, “part of the unfolding plan for all NATO combat troops to leave Afghanistan by the end of 2014.”

        &nbsp;Natural resources are a growing source of conflict in Afghanistan and the role of civil society in building peace in the sector is key, agreed forty representatives of civil society organizations (CSOs) in Kabul. In a workshop convened by Afghanistan Watch and the Heinrich Böll Stiftung to discuss the pressing issue of land, water and extractives conflicts, there was unanimous support for a robust engagement by civil society in building awareness, doing additional research and pushing for policy changes to help prevent and resolve resource conflicts.

A greener economy is possible, but it needs to be socially just, gender equitable and democratic. For us and our partners worldwide, Rio 2012 is a call to action and yet another chance to actively take part in the political debates on a socially and ecologically equitable future. We are searching for solutions and alternatives to the destructive model of economic growth as we have known it for the past 200 years of industrialization - for solutions that provide for a life in dignity but without destructing the natural resource basis on which we depend. Whereas men bear the brunt of the direct impacts of conflict, women disproportionately suffer from the indirect effects such as increased levels of domestic violence, decreased access to health care and poverty. Due to this difference in security needs, gender must be taken into account when evaluating the relationship between citizens and the Afghan National Police (ANP).</span></span></p>

It is important to know how much waste is produced everyday and how much of it is collected and discarded by concerned entities. </span></span><span><span>Ghulam Ali Yaqoobi, the head of research and policy at National Environment Protection Agency (NEPA) says  that according to statistical research, 2000 – 3000 tons of city waste is produced in Kabul on a daily basis. Kabul Municipality can only collect a quarter of it, while the remaining waste accumulates where it is produced. This is a serious concern as it can cause spread of diseases, air pollution, contamination of drinking water etc. </span></span></p>

        More than eight people, including workers and customers were killed and some were severely injured. Amongst all victims, Ms. Hamida Barmaki while purchasing the requirements of her family was killed together with her husband Dr. Massod Yama – a medical doctor at one of private hospitals in Kabul and also an employee of the Finance Ministry with their four children - three girls and one boy.

A number of city reconstruction projects have either been put off or hurdled due to this problem. Recently, there have huge and multi-story buildings constructed, meanwhile, Afghan refugees increasingly repatriate and most of them tend to settle in Kabul city. The question however is whether the municipality authorities have ever thought where the sewage of these buildings will flow.  </span></p>

These factors have not just undermined the environment but have caused other problems such as conflict and backwardness that do even more harm to the environment. The issues arising therefrom are so immense that almost the entire attention and energy of government officials and ordinary citizens are preoccupied with trivialities such as ethnic superiority, discrimination, territorial rivalries, sectarian and lingual discrimination, cultural violence, fascist policies and ultimately a devastating civil war. They have ill effects not just on current innocent youth, but on the generations to come. In other words, the oppressed people of Afghanistan are in a fight of survival which has not left them enough time to focus on their own lives, let alone the environment.</span></p>

            <title><![CDATA[Reconciliation and Reintegration in Loya Paktia]]></title>

        <p style="margin: 0in 0in 0pt; line-height: normal; text-align: left;">Loya Paktia is very much embedded in tribal traditions and its social organization still regulated by the customary law known as Pashtunwali. Compared to other parts of Afghanistan, the region has long benefited from strong and cohesive tribal structures. Indeed, tribes in this part of the country are traditionally the largest permanent political and social units, where elites (khans, maliks) and notables (spin giri) hold great influence. <span>While the integrity of these institutions has steadily eroded since the jihad against the Soviet occupation, until relatively recently, security at both the district and provincial levels in Loya Paktia were guaranteed by agreements among tribes, and between tribes and the government.</span> </p>

            <title><![CDATA[Khost’s Tribes: Between a Rock and a Hard Place]]></title>

        Afghanistan’s south eastern province of Khost could be called lucky in terms of its geographic location. Well connected with important centers of trade on the other side of the border, it has been able to establish itself as a hub for trade. At the same time, these advantages are also being used by insurgents and make Khost a primary spot for infiltration. With governmental authority still being weak in large parts of the province, much of the stability in the province depends on the tribes. HBS’s partner organization TLO takes a close look at Khost province and analyzes the effects of an erosion of tribal unity there over the last decades.

And the Taliban are not helping the journalists, but are always trying to capture and kill them.

With children and animals also digging in the garbage, the piles also pose a severe health risk for Kabul’s citizens. The newly established garbage bins are a first step to make the city cleaner. Still, getting the entire system up and running will take some time.

        Last week, President Hamid Karzai released a list of 68 members of the “Peace Council”. The establishment of this institution was agreed upon at the Peace Jirga in summer 2010 and it will be in charge of negotiations with the Taliban. The names of 68 members of this council were announced, and holds few surprises.Yet, 68 of its members have been nominated, leaving open only two seats. While there are many well-known faces, these are not from civil society. No activist from that societal sphere has been included, only one media personnel and hardly any person who is positively renowned in Afghanistan.

            <title><![CDATA[Peace and Security for All ]]></title>

        The strategies of international security policy have significantly changed since the end of the Cold War, as have the challenges posed by international terrorism and the increase of global inequality. In women's policy and feminist networks, interest in foreign and security policy ideas has also grown in recent years. Not least because of the commitment to and adoption of UN Resolution 1325, for the first time in the history of the United Nations a requirement was adopted, binding under international law, respecting the participation of women in decisions about war and peace. Finally: Armed conflicts are related to unjust gender relations.<br />
        In this publication the Gunda Werner Institute in the Heinrich Böll Foundation presents a detailed position paper to contribute to the international debate on peace and security policy.         <p style="margin: 0in 0in 0pt;"><span>Environmental protection is a hot discussed topic in industrialized countries, especially in Europe, whereas in developing countries such as Afghanistan this issue is not very popular due to poverty, war and the daily struggle to survive.</span><span>Therefore the HBS and FCCS hosted a conference on environmental protection in order to raise awareness and provide a platform to present strategies of improving the environmental structure in Afghanistan in cooperation of stakeholders. </span></p>

        To be a candidate, we need to go inside the communities and talk to people. The concept has changed from previous elections. I want to say that previously people did not vote naively or being inexperienced but fraud happened and it over shadowed votes of people. In last election tribal, language and religious discriminations used as tools to provoke people instead of giving civic education and information to them.

        Since women and children are both vulnerable groups in our country, I will mostly focus on and consider these two groups. They face problems by any new evolution and changes in the country, Taliban regime is a clear example of it.<br />
        If I get the chance to be a parliamentarian I would like to establish an advocacy group to lobby for women and children rights.

        Media in democracies is often referred to as"the fourth pillar of power", and rightfully so. Ideally, this is what they do: Exerting control over politics by reporting on what they see and learn on what is happening. To be part of a decision making process, citizens need to be informed on all aspects relevant to them. What the media finds out and reports about might, however, differ from the image politicians want to give. In this case, hardly anybody is self-critical enough to admit flaws in his or her policy but rather blames it on the media.

These hopes opened a new page in history for women and we may dare say that the newly founded democratic government of Afghanistan became a bastion of ideals of gender equality and justice for women who were tired of the rule of fanaticism and misogynism. Those developments revived the lost dignity of Afghanistan on the international level.</span>
